It's Dr Dre featuring Snoop Doggy Dog and the track's called 'Still Dre.' The musical instrument I'm talking about sounds to me like a harp and is heard throughout.

Something else I wish to know. Who's recording was this harp (?) sampled from?

It sounds to me like a single electric guitar chord which has been recorded once and then sampled as a repeat.

It's a piano. Some sources say it's sampled from this track (check out 1:20 in and imagine it speeded up slightly):

Others say the above track was just inspiration for that background melody.
