I have come across this website looking for a particular album. Is it legal and legitimate because the downloads appear to be very cheap.

They are probably cheap because buying anything from them would pay no royalties to the artist and just line the pockets of the people running the site, there has been a few such sites pop up the eastern Europe/ex soviet block countries of late.
