Nobody did, it's still unfinished isn't it?
Many people have done their own completion, so if this is a quiz question you'll have a lot of answers to choose from. There was even a competition in the 1920 s to finish it. I'm sure if you google it you will find the info
Neville Marriner ..a British musicologist took sketchings from Schuberts remaining papers.....that he thought had the ideas of Schubert for the last movement of his unfinished symphony, and "finished" it, trying to stay in the style of Schubert. He succeeded in finishing it.....but this writer believes it is more in the style of Beethoven with the woodwinds in thirds and the famous Beethoven fortissimos..........He also didnt take enough thematic material from the other movements to tie it all together......especially the first..
