Can you connect a laptop to play a DVD on a television - if so how ?

Via a HDMI cable assuming that your laptop and TV both have HDMI connectors.

or if it hasn't a vga connection if your tv has one but than you need audio cables to connect too with vga

Or you can buy a ChromeCast dongle if you have a spare HDMi port on your tv.
