Parking of Commercial Vehicles

We have a cul-de-sac with a turning area at the end . It is NOT a private road,being Council mainatined and bearing 30 mph Speed Limit Signs.
A van (Mercedes) large transit size is now regularly parked in the turning area both day & night. It does leave some days but returns at night.,
Aprt from the inconvenience it causes to large vehicles (mobile library,refuse vehicles etc) it is also parked right outside residents home.
Do we have any redress - is it legal- .can anyone help ??
PS. the police do not want to know - so that's no surprise then.,

Does it become a hazard to emergency vehicles accessing the street when it is parked there?
Are there any yellow lines, no parking signs or any other indication it is a turning bay and not a parking area?
a brick through the windscreen might do the trick, it worked on a broccoli who lived two streets away and parked here because his alarm kept going off in the night.

Many local authorities ban the parking of anything over 3.5 tonnes gross weight overnight. It sounds from your description as though this vehicle would be at or under that weight, making it legal. That said, if it's parked in a designated turning area then it may well be said to be obstructing the highway and the police might be interested. (Well, you could try). Other than that, a quiet word with the driver if you can find him might help. Or wait until it's gone and all park your own vehicles in its way.
