how can i trace the keeper of a vehicle

i was stuck in a traffic jam, on the motorway, and got talking to a lady, before we could transfer numbers, the traffic started moving again. fortunately i managed to get her registration plate. how can i get her details so i can contact her.

You could try contacting Stalkers'R'us, I believe they can help with that kind of thing...

you cant, if it was easy everyone would be doing it..unless you have a tame plod or someone who works at DVLC..and then its more than there jobs worth
