whats the rules on parking on a yellow line that has incomplete markings?

It depends where it is. If it is within a Controlled Parking Zone the yellow lines are now obsolete and are not maintained. However, the parking regulations are still enforceable.

If it is not within a CPZ then the yellow lines must be in good condition to be enforced.
