I applied for photo type driving licence in 2004 and it was issued ,after telling DVLA that I had lost my old paper version driving licence which i found about two years agoand i have not informed DVLA so i now have two licences is this an offence

I had a duplicate paper licence once when I got a replacement and found the first. It's not illegal, the older licence is no longer valid - which would be picked up by police if you tried to use it (for instance to hide any points you gained on the new one).
