Highway hazards

Motoring into town, a car pulled into my right of way and I swerved to avoid it. Avoidance forced me to drive onto a central road partition that was made of flint bricks but at a steep angle (inverted v).Scrapting the underside of the car.

Would you consider such a hazard a neglectful tactic on the part of Highways and worthy of complaint?

There is no such thing as "right of way", what you are saying is that a car failed to give way to you. The construction of the highway is of no concern or relaveance here. If there is a complaint it's against the driver who forced the manouvre.

My original Q here, is the badly shaped central hazard on a busy 2way road, with multiple parking on either side.

Since the hazard scrapes the vehicle underside.....unsure what damage could ensue but my car is okay.
