Can I carry passengers?
Mobility vehicles designed to carry two people cannot be used on the pavement or road because they don't meet the definition of an invalid carriage in law. With regard to children, the law does not explicitly state that an adult carrying an infant in a sling/pouch is unlawful. However, it is not permitted to carry anyone else on a mobility vehicle e.g. children standing on the vehicle etc.

I see from donny's link that the eyesight level for a mobility vehicle driver is 6/24 !
This means that they can not see something that a normally sighted person can see at 24 Meters until they are just 6 Meters away.
That is only a 'recommended' level not compulsory!
Anyone else worried by this?
........and how many have third party liability insurance?
No need to worry. A road legal mobility scooter is restricted to a maximum of 8MPH. It has light and indicators. A pavement one restricted to a maximum of 6MPH, although most will only do 4MPH.
It's illegal to carry passengers. Insurance is not a legal requirement, but it's a good plan to have it.
It is an easy 'hack' to make an electric mobility scooter go faster
