I believe that the police have instructions not to persue if it is increasing the risk of danger/injury to the public. This would maybe have relevance if theaccident took place in a residential area or town, or similar. As the vehicles were un-attended and there was no one in any of the struck vehicles, (i'm assuming), then surely it all comes down to the driver of the stolen vehicle who unfortunately for you is uninsured, unless these vehicles were parked illegally. I also believe that all insurance company's pay into a fund for victims of uninsured drivers. Maybe your insurers have a legal department that can give you advice for free !
This is only my opinion/belief and has no legal backing to this in any way. Have you posted this question in the 'LAW' tab on this page ?
