First, a note for anyone else who might try to tackle this question:
Here's the installation manual which Paul1763 appears to be referring to:

Next, I need to ask exactly what it is that you intend to do with your webcam, Paul? Its manufacturers have assumed that you want to use it with some form of instant messaging software, so that's why they've referred to Windows Live Messenger' within the instructions. Since that software is no longer available you need to decide which program you want to use it with. If you want to have face-to-face conversations with friends across the world, the most obvious software to download and install is Skype:
http://www.skype.com/en/download-skype/skype-for-computer/
(However if, say, you wanted to use your webcam for home security purposes you might require alternative software).

Assuming that Skype is suitable for you, sign into your account and then click on Tools > Options. Under General, select Video Settings. You should then see the output from your camera displayed.
Addendum:

If you don't want to use your webcam in association with any type of messaging software, this might be useful:
http://download.cnet.com/MyCam/3000-13633_4-75186067.html
(NB: If you install that software do NOT simply accept the default actions when doing so, as they'll dump loads of unwanted stuff onto your PC. Instead, choose 'Custom Install' and then remove all of the ticks against additional software options before proceeding).
