What was the name of the 1970s TV show about a boy who got lost in a tower block?

The boy went down in a lift to a scary twilight zone and was trying to get home. I also remember a character who was a bully, and had a leather jacket with RIP on the back, spelled out in metal studs.

This sounds to me like "King of the Castle" which is available on DVD...
