ID An Early 80s UK Kids TV Drama?

Hi all, one of the earliest TV memories I have (other than Supergran, and POB on Channel 4) was of a Kids TV drama, probably shown on ITV and probably between 1984-1987 (although this could have been a repeat?)

I remember very little about it, but I do recall it involved a boy who was abducted by two men for some reason (possibly in a white van), and at the end the men are caught by the police on a dock, and one of the men slips on a net and falls to his death, which upsets this boy greatly.

That's all I remember, sorry it's a bit vague, but anyone any ideas?
