Where o they get all the people that do the work in the house? are they art students or something? Who pays for it all? The people whos house it is or ITV

The tv company pays for it all out of their budget. Someone nearby had their house done (4 rooms) and some of the furniture was £1500 for one wardrobe £600 for a coffee table and £300 for a big beanbag. The paint finish is pretty rubbish though and the capets were speckled with paint splashes.
They use a team of 5 to 6 people per room as well as a few working outside. Then there are the technicians, camera ops and production crew. So roughly a team of 50 people descend on the place. They really do it all in about an hour but spread over the day.

on a make over earlier this week, aswell as the usual 4 rooms they do out, they erected a conservatory too!! all within the allocated 60 minutes lol
now, tell me, surely to add a conservatory to a house, thorough ground preparations need to be made that takes a while to settle etc before its put up? plus planning permission is usually required?
if these were the cases, then doesnt the unsuspecting owner of the house, whos been whisked off somewhere for the day out od the way, know about such plans.....?
