Is the movie from the 80's or 90's?.The only movie that springs to mind is the Stephen King movie " Needful Things" which has got a similar storyline.

Sounds very like the plot of Jim Thompson's book The Kill-Off, which was filmed in about 1991 (haven't seen the film, but have read the book).
