Why is it that 90% of people that the sherrif's go to can hardly speak English Is this beacause they do not understand our laws or could they not care less about them

I would agree with divebuddy – the only ones I have any sympathy for are those who have been sub-let a property, but the real tenant is not passing on their rent to the landlord.

Most of those evicted are outraged that they can be thrown out of the property, having paid no rent for 6 months or more. They certainly have a twisted view of their entitlement to others property.
I think its down to a few things.

Try to act ignorant about the laws.
We not speaky no English.
The sheriff's are racist.
Nobody told us about this.

And the UK let to many in.
Before I retired I was in a job which often involved tricky telephone conversations with people who needed telling firmly exactly why my government department was a bit cross with them. Lost count of the number of times the phone was answered in perfect English but suddenly "no English, no understand" makes us lose sympathy for the ones who genuinely need help.
90% , don't think so..... That would be " false news "
It is all part of the jolly English tradition of laughing at Johnny Foreigner.
