on tonight's countryfile there was a feature on Llandudno school Sant Sior Primary, which keeps chickens, tortoises, etc and has ways of interesting their pupils in the natural world.

all of these activities take place on their own premises. all of the children were wearing high visibility clothing.

can anyone explain to me what risk is being mitigated by making children wear HV clothing in this situation?

So they can easily see if little Tommy has locked little Lucy in the chicken run at hometime? :)
I watched that and thought what a great idea it is. I wish we could have done things like that back in ye olden dayes, I might have enjoyed school a whole lot more.
Because they will have to cover up their uniforms while working outside, and the school already has hi viz cover ups for when they take the children outside the school gates.
