What's the Title?

This is an American film in the 80's or 90's (I think) about 2 brothers. One is a bit slow and works as a dustbin man and his wages pay to put his brother through college. That's all I can remember unfortunately. Any help would be appreciated.

It might be Men At Work starring real life brothers Charlie Sheen & Emilio Estevez. Directed in 1990 by Estevez, both characters were dustbin men but I'm not sure about one going to college.

Thanks 37tn, but no it's not that one either. I have a feeling the title of the film is the name of the retarded brother and I think he dies at the end. OMG this is driving me nuts!!
