i need to know the name of a movie

when i was younger i watched a movie about an african american man who lived in an all white town back when the kkk was pretty big. he was friends with 2 white children who were brother and sister. at one point in the movie it was the sister's birthday and the brother wanted to get her a doll. so he asked the african american man to go to the town store and buy it for him. he went to the store and he must have been really poor because the white cashier looked at him very angrily. the next scene i remember the kkk went to the black man's house and lit his barn on fire. the man shot his horses so that they wouldn't suffer. then the klan members tied him to a tree and whipped him. the whole time the kids watched.

i know that this movie was on tv in the early 90's because i remember a commercial break. my parents don't remember the name of the movie and i'd love to know, since it's been bugging me for at least 10 years
