Turning Glasgow into Pensilvania USA, why?

Why not just film it in Pensilvania? There lots of news about it but no explanation why.

My guess is that is is cheaper.

I think there are some strong unions in the US film industry and they set high rates of pay for people who work on films. I guess people in Europe are cheaper.

Many films are made in the UK, a lot of the Star Wars films were made over here, as well as the James Bond movies.

You can often tell if a film made in the UK as many of the minor parts go to UK actors (like in the first Star Wars movie).
The Daily Record had a story last week saying it's because of the architecture and grid like streets which fit well with the movie.
perhaps it's tax breaks, and some of the architecture is similar,

Is this WWZ? Brad Pitt was filming this in Malta when we were there - he's all over the place!
Yup Boxtops... I wanted to go to the open audition for the zombies in Glasgow a few weeks ago but no one would go with me! lol
We get quite a bit in Manchester, most recently Captain America, Alfie, some of Sherlock Holmes. I think the Town Hall is used for the Houses of Parliament as they can't film in the real thing.
Its Philidelphia, not Pensylvannia. I went in to see the film set - and they are using Glasgow because the movie is being filmed in Europe and it would be too expensive to take all the crew etc to USA. The buildings are similar but not as tall in Glasgow - so they are pulling blankets from the tops of one building to another to create the shadows that taller buildings would make.
