Budget version dvd?

What exactly is the Budget version of a dvd and how is it different to the normal versions?

Looking at their definition of 'budget' (as applied to consoles and electronics, because DVDs are specifically mentioned in that respect) here

I'd assume that it refers to 'cosmetic damage'. (i.e. a tatty box, or similar).
