Am I a legal Guardian?

I'm 20, and I was wondering if I was a legal Guardian to my 15 year old sister. We both live in the same house with our parents and we're all blood related.

No, your parents are, as they were to you until you became an adult. You could be appointed her Guardian in the event of their death (or if they became unsuitable parents who were unfit to care for her).
