I thought it was illegal to refuse service on grounds of race,creed,colour,religionsexual orientation and DISABILITY.

Yes, I think he does.
I agree Webbo !
His rudeness in not arranging alternative transport is a likely reason for censure. His turning down the fare because he has an allergy to dogs is not.

What if someone who owns a dog or two and has hairs on him/her got in the taxi but without the dogs, how would he know?

He'd know when his eyes start streaming, his nose runs, he sneezes uncontrollably and can't see where he's going.
We only have his word for it, that he has an allergy. He could have radioed for another, non-fussy driver, as this man was disabled and needed help.
He has a GPs letter confirming he suffers from allergies.
I agree there was no need to be rude but the matter is being dealt with properly, with him being suspended.

so do you think he asks EVERY single fare if they have dogs or have been in contact with dogs in the last 24 hours.

Strange his doctor doesn't specify an allergy to dogs in particular but does say the driver is allergic to carpets and dust, both found in a taxi.
Course I don't, Webbo, but the law does make provision for taxi and private hire drivers who are allergic to dogs.
Seems to have been handled correctly by the authorities, as stated he needs to get full and proper exemption if his allergies are severe enough to allow that.

Mamya beat me to it. Precisely why; there are some people about who care more for doggies than humans.
Probably because he is under suspension and the matter is yet to be concluded.
I suspect it's because he's muslim. It's not the first time a muslim taxi driver has refused to take a guide dog.
It's not the first time a taxi driver has refused access to someone with a dog and it won't be the last - you're right on that.
I know I'm right, especially if it's a muslim who thinks dogs are 'unclean'.
