To deal with the affairs of a deceased person i understand that you have to be the appointed executor or apply to be the executor if no one has been
appointed .

What do you need to do to have legal authority to deal with the financial affairs of some one who cannot deal with their own affairs any longer - is it something to do with probate ?

you need to get power of attorney
or if the person has already lost mental capacity, you need to get court of protection document
