Driving with broken headlight

Someone I know (not me I assure u) recently had a fender bender and both headlamps are smashed and not working. This person believes that it is still legal to drive like thus during the daytime as headlamps aren't needed. Surely that is incorrect??!!!

It is uncorrect; you might have to go through a tunnel, you might be driving in heavy rain....
I have been pulled over with only one headlight working and each time just been told to get it fixed. I'm not sure how they could tell during they day unless they are smashed.
Also headlight flashers wont work.
It is illegal to have broken headlights. What ever is fitted to the vehicle has to be in working order irrespective of whether it is daylight. Apart from which the vehicle will be in a dangerous condition which could cause injury.

Exactly what I said!! I knew I was right !
It is incorrect. The vehicle is not safe to drive.
I could try to find a link. I think it's something to do with what if they clipped another road-user, pedestrian or otherwise.
