I was arrested controlled substance no convcition recorded 3years ago,

it was a once off mistake can i still go to the usa under the Visa Waiver Program,

The letter of US law says you were arrested (conviction is irrelevant - being arrested is enough) for a crime of moral turpitude and that you are therefore ineligible for the Visa Waiver Scheme -which DOES still exist. ESTA is preclearance for it, not a replacement.

If you answer YES to the relevant question on the ESTA form you will be refused and told to...

There is no visa waiver system now
It's ESTA, you must apply online at least 72 hours before you fly
