No. It is part of the UK. It's like asking if one needs a passport for the Isle of Wight.
If you fly, the airline may insist on one. Ryanair does.
I don't think you even need a passport for Eire...as long as you don't fly....
Ryan air does not insist on a passport, they want photo ID.
