touting

i was charged with taxi touting after a guy approached me one night whilst i was just sitting in my car in the pouring rain and asked me to take him home because of the downpour the place he asked me to take him was on my way home anyway and he said he would give me £15.00 to do so i did not ask for money but he offered and i accepted. i was stopped by police and arested as they said accepting money is touting. is that true as i did not make the approach.
