I saw on TV this week that a criminal had been sentenced to 19.1/2 years imprisonment. Why the half year?

why not?
possibly consecutive sentences.
Perhaps it was a 20-year sentence and he's already been in detention for six months?
No Boxy....he'd still get sentenced the same.

It's probably as Howard said.
Sentences do not have to be in exact years , part years ,months , even days are common. 19 1/2 years would have been the actual sentence, any time on remand would be taken off after the full sentence had been announced.
Jeffery Archer for example was sentenced to 4 years and 1 day, this ment he could not get automatic release at the half way point. That is only for sentences of 4 years and under.
