Access rights for necessary maintenance work in linked housing

I live in a semi-detatched property want some work completed on my houses (necessary maintenance including soffits, fascias etc). My neighboour (attached) is refusing access to his property for the erection of scaffold - necessary as the work includes roofing that is above a conservatory (scaffold needs to span the conservatory). Can he legitimately refuse me access?

This situation is almost certainly covered by the Party Wall Act 1996, which applies to maintenance along the boundary between 2 properties, and not just to walls.

Then probably best to show him the booklet and try and pursuade him to back off. You could invoke the Act, but it would probably cost you a little bit of money. Better to try and demonstrate that you are actually able to do this in law. You will have to reinstate his land to its previous condition.
