Situation: I live in Germany and a few years ago gave my brother full authority over my bank account
__Now, I want to write a testament, ensuring that he is still nominated for complete access to my account; then he'll transfer all monies there to his UK bank.
__How does one achieve this between countries, please?

if you want to find out if he still has access to the account - let him try a small transaction. If it is allowable, then you just let him do what you have arranged

I have decided that both you and the bank account is in Germany and in the event of your death you want your brother to take the German money account and import it to England.

You go to a German lawyer and write a German will instructing him to do that.

This advice assumes that under German law of succession you can do that . Napoleonic code ( they say) you can only leave around one tenth to one fifth of your stuff outside the family in the event of your death. ( but none of us in England write French wills )

You have used the word "testament" which i have concluded you mean the English word 'will'. This is a document that only takes effect on your death.

Transferring money between countries is a just a question of telling a bank to do it
