A letter to the Prime Minister
Dear sir
In order to relieve the flooding problem throughout the country, I have thought out this plan. Cancel the HS2 scheme altogether & transfer the huge amount of money saved to building a new canal system in all the flooded areas to drain all surplus water to a new main canal which itself drains directly into the sea.
These new canals coupled with the canals already in existence could also be used for transportation to help relieve problems on roads & motorways.

Or we could remove buildings in flooded areas and built where it stays dry instead.
Maybe if you build on flood plains ensure they are all multi-story and the lowest levels i.e. ground, are used for car parking and rubbish collection containers only. Entry level to be above the mean flood level and lead out/on to higher ground. The American Corps of Engineers are currently trying to work out how to make a house rise on its foundations hen floods arise, and keep all the services connected. so far with little success

ron - you are creating gainful employment for boaty, you know.

Though your idea is good, I would cut the Overseas Aids Budget by £3.4bln from its current level. This would not mean abandoning crucial aid for defence, antiterrorism, trade, and refugees, rather a rake through all the corruption programmes and suspend those. Keep this going for 3 years and include the restoration of British country lanes viz. potholes and drainage too.
