Who has the more power, the 70% shareholder in the business or the the person to whom he has given the power of attorney to, who has a 25% share in the business?

surely if you have given POA, it means the person can act as if they are you, therefore he has 95% of the business at his disposal
The 70% shareholder ... because a power of attorney can be revoked by the donor until the donor dies, or loses the mental capacity to execute a revocation.

The 25% shareholder's "balance of power" is therefore held subject to the ongoing acquiescence of the majority shareholder.

In other words ... the 25% counts for Jacques Merde.
