hiya, not an answer to the question, but how badly does his deafness affect him? (you say "profoundly deaf" but does he have any hearing at all with aids etc?)
I ask because the medical examination is one thing, but getting a job is another. Much of private hire work is done over an in-car radio, perhaps having to listen out for a call out to a job (can't just pull up to a rank and pick someone up) Also, he needs to bear in mind that the passengers will be behind him, so if theyy change their destination, or ask hom a question, will that be doable for him?
