Working Abroad

My partner is interested in working abroad for a year or so. He is in the building trade and is interested in working in Dubai or somewhere similiar in the hope of earning a decent salary.
We have come accross a few agencies on the web but they all make a charge to find jobs. To me this seems a scam?
Has anyone in this trade got any advice they can give as to going about getting work abroad.

Dont work Dubai on your own steam - only be contracted by an employer. Else you dont get paid and its slave labour.
