Commonly, would a PhD candidate be granted any exemptions by having 2 or 3 Masters degrees already?

Since (with the obvious exception of medicine) a doctorate is always a research degree (rather than a taught degree), it must involve original content. So, by the very nature of things, it can't be partly based upon earlier studies by the candidate.

No - it was only judged on the thesis ( nowadays might be different) and that was said to take 3 years

The first year might well be an M Sc ( clearly I am a science grad ) and that was to see what progress was.

Fair comment everyone, and thank you for your interest.
Wrongly, I thought that the research content in Masters degrees might reduce the time specified to produce a PhD thesis.
My Masters Degree consisted of a formal programme of study plus the initial stages of a research project. The latter of which had to be written up as a thesis. The Masters Degree lasted 1 year, after which I took an examination, and passed, but the thesis was also assessed as part of the successful attainment of the Masters degree. The next 2 years were my PhD phase,and were purely an extension of the research project that I started during my Masters. The PhD phase was judged purely on the originality of the research work and the thesis that described that work.
For certain BSc+BSc does not = MSc, and MSc+MSc does not = PhD!.
Although I believe at Oxbridge BA+cash= MA
You are right about Oxbridge. Other universities used to do the same but the practice died out in the 40s.
Nope, I have two unrelated Masters, a PhD I was offered and totally different.....
Academic without real life experience is not much use. At work I am surrounded by Drs and I am baffled how to answer with stupid questions. I have raised grave concern with the qualifications they claimed they have.

If you've raised your concerns in writing, then I wouldn't be surprised if they are ignored.
