Is it normal for a company to expect you to bring a passport, bank details and NI number to an initial interview?

If the job requires a criminal records check than those documents will be needed. Passport to prove you are who you claim to be and that you are British and have the right to work. National insurance to back that up. Bank statement less than 3 months old to prove you live where you claim to. This is what you need for Hampshire County Council:...

What if you do not have a passport?
yes. You now have to prove that you are eligble to work in the UK. A passport is a means to this. If you do not have one but you have a NI number that will suffice but you will probably need more identification. Most company's only pay wages through a bank so a sort code and account number are needed as it costs them to take cash out of the bank and time making up wage packets.
Times have probably changed what with governments moving policing roles to employers, but I've never been asked for that and would have thought a first interview where many will be rejected antway, an earlier point in the proceedings than necessary. But above posts suggest it's not unknown.

I am currently trying to sort out the start of employment of a vulnerable young worker where the employer has said - your birth certificate's wrong !

for chrissakes what is going on ? was he ( the employer ) there at the birth ?

and he doesnt have a bank account ....

You pay these wiling young people peanuts and then turn round and say oo I cant pay you this month .....
