It's public if it is controlled by the county (some private schools call themselves colleges).
depends on the ownership, but unless it says 'private' i would count them as the local education authorities' properties, ie. public sector!

When i mean working at a college, i mean working in student services or admin.
My pension is paid by the university; I was a member of admin staff. I'm sure that the university is government funded though, so I'd say "public sector".
It could be either. What problem are you trying to solve - give us the context.

I would be greatful.
It depends on the college - if students pay fees to attend, it's private, if it's Local authority funded, it's public sector.
Our local college is run by the county council, but students pay to attend.
.. and further education colleges are council-run but students pay a small fee (I shouldn't have gone down the fees route to try to differentiate!)
