Yes I believe you do still have to declare it - because what if you got 3 jobs all just paying under the threshold - if you declare this you will keep yourself straight
You should declare everything you earn.
Yes, everything should be declared. They need to know why you are not paying tax and NI.
'as this is cash in hand but regular'.

An oxymoron, if ever I heard one. Regular employment should not be cash-in-hand, irrespective of whether income tax or NI is due. Your employer is probably on a fiddle, though you are not committing any offence, provided you declare the earnings to HMRC.
Can you still put money through the books as 'casual wages'?

its a cleaning company that i work for and each client pays me cash in hand every week, they also pay the company a small fee so that it covers my insurance x
So do the cleaning company regard you as being 'self-employed'?

I wonder if they are paying employers' NI.

Sounds to me as if it could be a bit dodgy.

the company is not paying NI it is all down me to sort out and i have no idea where to start
It's possibly quite legal depending on how it's set up. lutkie is self employed with a number of clients which are obtained for him by an agency it seems.

In which case it is fine but lutkie needs to inform HMRC that he or she is self employed and do a tax return (there will be no tax to pay of course).
I'd register as self-employed, then take the advice from HMRC as to tax/NI etc, as follows
