As an admin in a surgery, does that count as working for the NHS in public sector ?

Yes and No. GPs are identified as independent provider contractors within the wider NHS, so you would not count as an NHS employee, as you are not directly employed and paid by the NHS. However, people who work in GP practices in England can access some benefits available for NHS staff (e.g. pensions etc).
Whether you offficially work for NHS or not I'm not sure, but you are definitely in the public sector.
