As a teacher, we were saying this twenty years ago, and, in my opinion, it's the first possible reason, that education is not valued by many people in this country. I always recall working in Bradford and being told to be careful about remarks on the reports of Asian pupils as their parents would over-react against their children, especially their sons, if they were thought to be slacking.

I suspect the problem may lie in being poor rather than being white.

Some lucky sod was paid to come up with that report that we all probably knew which gender/race would be worst, and better yet, they've no solution for it! Excellent.
No surprise to me at all. Seems to have been for ever thus.
