A few photographs of the outside of a building on fire will not show if there are any people trapped inside.
The article doesn't indicate they will use it to gauge whether to attend or not - but to establish a precise location and possibly identify how many and which type of response vehicles need to be sent to the scene.
It says they will use the images to establish the exact location and see what extra equipment may be needed or advice given. IT DOES NOT say they will look at the pictures to decide if they will turn up !!!
