Can I buy a car despite not having passed my test?
And will I need insurance as it is not being used

Yes you can. And you can insure a car as a learner driver.

Yes, providing someone else drives it home for you. the car can be driven with your permission on 3rd party insurance by the other driver ( If they have Insurance)

If the car is parked on private ground (No)

What I intend to do is buy my sons car from him
It will then be in the garge until I start my lessons and pass my test - so I dont need to insure it just tax it at the off the road rate?
