Hi suna, I think it's 136 rows. The size of the needles do not come into it.
I agree that it is 136.

If there are 28 rows to 3 1/2 inches, there are 8 rows to 1 inch.(Divide 28 by 3 1/2)
If there are 8 rows to 1 inch, there are 136 rows to 17 inches. (Multiply 8 by 17)

The size of the needles has no bearing as it is constant.
