Yes it is.
Use this connection wizard to connect your equipment correctly:

which tv connection wizard

Treat your combi video as a standard video recorder in the wizard.

When you want to record your tapes you will have to set the dvd manually to record the correct channel - it will either be an AV or an EXT channel.

If your tapes are commetcially made shop bought, they may be encrypted to stop you recording them
try this:
-combi's scart to dvd recorder input scart.
-dvd recorder scart output to a second tv's AV input

play your tape on the combi. On the second tv, select AV input, so you see what is on the the dvd recorder. On the dvd recorder select Av, Line or EXT input until you see the tape signal. press record and away you go!

tip: keep your original tapes, as optical media like dvd-r and cd-r has proven unreliable in the long term whereas many tapes 40 years old still play perfectly. New technology sometimes causes more problems than it solves!
