By *scroll up/down* arrows do you mean the ones on your keyboard over on the right hand side (along with the numbers 0 - 9) ? If these are locked, it might be because you have accidentally turned the Numbers Lock key on (press the Num Lock key above the numbers) and see if that works. There is also a Scroll Lock key, try that as well.

By *no arrow* on the screen, do you mean you have lost the pointer to your mouse ? Is your mouse physically connected to your pc or is it a wireless squeaky ? Check your mouse connection or the batteries in the wireless one.

I know straightaway that if my arrow disappears the batteries in my mouse are on the way out. The first port of call should be to look under the mouse to see if lit.

Failing that go to start, control panel, mouse and download the latest software for it.

Can you scroll by clicking the scroll wheel on the mouse and pulling/pushing the rodent?

I think your window may somehow be larger than your screen. Can you drag the top of the window down and left so you can see the scrollbar? If so, make it smaller by dragging the edge to the left with the mouse. If you can't you need to set your resolution finer temporarily so you can make the window smaller and then reset the resolution to normal.
