Can I bypass my Heating Cylinder when draining the Heating System for maintainance

Yes, if you have a bypass valve. Just open it up to assist with the draining process, then close it off again.

i didn't think you needed to bypass the heating cylinder if your draining the central heating circuit as the 2 should be seperate anyway? i.e. on seperate circuits controlled thru the diverter valve.

I was assuming he's talking about the secondary circuit only, not the primary, Gucci.
