"sorry this service is temporary unavaialble" mobile phone

Friends/family keep phoning a friend in Dubai on his mobile phone which is the only contact - all we are getting for over a week is "sorry this service is temporary unavaialble"" Texts have been sent but we have had no reply He usually keeps in regular contact and we are getting concerned. Any help/info appreciated

Send an e-mail to the the British Embassy in Dubai if he is British or better still phone.

Ask them if there has been any accidents involving any British person, or ask them can they get in touch with his company if he is working there.
