Council Tax bands??

Related to a question in news can someone tell me what the bands where based on originally. In 1991 when they where assigned I was under the impression that properties where allocated codes based on their configuration and facilities etc, ie studio flat band A, mansion band G. Now days when these types of discussion come up there seems to be a genuine belief that value is somehow relevant when we know that value is mainly a consequence of location rather than configuration. So can someone enlighten me as to where value comes into it. I mean is a 3 bed semi in an urban no go area the same band as the same house in a more upmarket area? Or is it just being assumed that the rebanding exercise will take more account of value than it did previously?

By law, council tax valuations are based on the price a property would have fetched if it had been sold on 1 April 1991. For Wales the Valuation date is 1 April 2003.

Thanks Kempie that's all I need to know.
However the estimation of the value in 1991 (or 3) was in many cases a hit and miss process. Those who thought their property was overvalued probably appealed, successfully or unsuccessfully. Those who thought it undervalued probably kept quiet.

The revaluation is also likely to be hit and miss - but in different areas. Lots of scope for contention.....
